The Mississippi Department of Mental Health (DMH) is seeking proposals to provide respite services for DMH’s Crossover XPand System of Care (SOC) project. DMH has received federal funding for the Crossover XPand SOC project from the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS).  Respite services for the Crossover XPand SOC are to be provided in accordance with the approved Crossover XPand proposal. Respite is a service that relieves family members from care on a temporary or emergency basis for short periods of time. Respite care services are designed to offer families the opportunity for a break from caregiving responsibilities. Respite also provides a positive experience for the individual receiving care. The training would consist of a two (2) part training program to be utilized by providers in the state who serve people with intellectual and developmental disabilities. Request for Qualifications: Project Evaluation Services for Mississippi’s Response to COVID-19 Grant (Posted 5/15/20)

The Mississippi Department of Mental Health (DMH) seeks an independent contractor to provide project evaluation services for Mississippi’s Emergency Response to COVID-19 (MERC-19) project. DMH is utilizing a Competitive Sealed Qualifications Process to request and obtain Statements of Qualifications (SOQs) from interested parties. DMH is seeking the best combination of price, experience and quality of service.

DMH receives federal funding for the MERC-19 project from the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA). MERC-19 grantees (states and sub-recipients) are required to report a series of data elements that will enable SAMHSA to determine the impact of the program on one’s acute or chronic mental health, substance use (including opioid use), and/or MAT needs; as well as determine the benefits of telehealth, teleMAT, and untraditional telecommunication allowances within the behavioral health treatment setting due to COVID-19. The MS Department of Mental Health is seeking to establish a contract for Inventory for Client and Agency Planning (ICAP) Administrative Services for the MS Department of Mental Health. The ICAP is used in resource allocation and level of care (LOC) determinations for the Intellectual Disabilities/Developmental Disabilities Waiver (ID/DD Waiver). The Department of Mental Health (DMH) uses the Inventory for Client and Agency Planning (ICAP) to assess and determine resource allocation and level of care determination (LOC) for people enrolled in and approved for enrollment in the ID/DD Waiver. One-third (1/3) of ID/DD Waiver participants will receive the ICAP for both resource allocation and level of care determination, one-third (1/3) of enrollees in each year will receive the ICAP for resource allocation. People being initially enrolled in the ID/DD Waiver will receive the ICAP for both resource allocation and level of care determination. The ICAP assessment tool is administered and scored as indicated in the ICAP Examiner’s Manual. The service level and service score are based on a combination of responses obtained from two (2) respondent(s) who have known and worked with the person on a routine basis for at least three (3) consecutive months.  It is understood that any contract resulting from IFB: #3160003487: requires approval by the Mississippi Public Procurement Review Board Office of Personal Service Contract Review. The Mississippi Department of Mental Health is requesting sealed bids for free and confidential emotional support to people in suicidal crisis or emotional distress. The DMH Helpline will require that services are provided: Monday – Friday 5:00 pm – 7:30 am CST; Saturday and Sunday – 24 hours of coverage and 24 hours of coverage on all state holidays. The Lifeline will require that services are provided: Monday – Sunday 24 hours of coverage and 24 hours of coverage on all state holidays. Project Evaluation Services for Mississippi’s State Opioid Response (SOR) Grant (Published 1/16/19)

DMH receives federal funding for the SOR project from the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA). SOR grantees (states and sub-recipients) are required to report a series of data elements that will enable SAMHSA to determine the impact of the program on opioid use, and opioid-related
morbidity and mortality. Grantees must report client-level data on elements including but not limited to: diagnosis, demographic characteristics,  substance use, services received, types of MAT received; length of stay in treatment; employment status, criminal justice involvement, and housing. Data will be collected by grantees via a face-to-face interview at four data collection points: intake to services, three-month post-intake, six-month post-intake, and at discharge. Recipients will be expected to complete an interview on all clients in their specified unduplicated target number and are also expected to achieve a three-month follow-up rate of 80 percent and a six-month follow-up rate of 80 percent. Submission deadline is January 31, 2019.

Family Leadership Services for the Crossover XPand System of Care Project (Published 12/10/18)

The MS Department of Mental Health (DMH) is seeking proposals to provide youth leadership services for DMH’s Crossover XPand System of Care (SOC) project. DMH will receive federal funding for the Crossover XPand SOC project from the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS).

The Crossover XPand SOC project is proposing to expand current and graduated System of Care (SOC) programs in two jurisdictions served by Pine Belt Mental Healthcare Resources and Weems Community Mental Health by prioritizing underserved children and youth who are involved in the child welfare/advocacy system and/or the juvenile justice system, referred to as “crossover youth,” and those at risk for becoming crossover youth, and their families. The priority children and youth will have a diagnosed serious emotional disorder (SED), co-occurring disorder (COD), or first episode of psychosis (FEP), be ages 3 -21, reside in Forrest, Jones, Lamar, Lauderdale, or Marion Counties in Mississippi, and be involved with child protection services and/or juvenile justice, or be at risk for involvement.
