Comprehensive Communication Campaign for Opioid Awareness (Published 4/9/19)

  • (Updated 6/7/19) The Comprehensive Communication Campaign for Opioid Awareness has been awarded to Fahrenheit Creative Group, LLC, 620 N. State Street, Suite 304, Jackson, MS 39202-3305. Upon PPRB approval a contract in the amount of $249,718.75 will be executed with a  contract term of 7-11-19 through 9-29-20. The contract is on file and available for public inspection in the office of the Chief Procurement Officer, Toni Johnson.

The MS Department of Mental Health is seeking to establish a contract for a Comprehensive Communications Campaign for Opioid Awareness. The communications consultant engaged for providing the marketing campaign described herein will assist DMH and the key partner organizations of Stand Up, Mississippi by soliciting and securing media buys for digital, television,
radio, outdoor, and print media statewide using specific messaging developed for Stand Up, Mississippi by their creative design firm. The primary goals of this effort are to improve public perception of people dealing with substance use disorder, strengthen policies for prevention and treatment, and promote statewide partnerships to combat the opioid crisis in Mississippi. The bid package submission deadline is May 14, 2019, at 9 a.m. CST.

Please note: A bid for similar services was previously published by DMH earlier in 2019, but it was subsequently cancelled. Anyone who submitted a bid under the previous IFB is welcome to submit a bid package for this IFB.

Funding Application Request – Crisis Stabilization Services, Children and Youth

The DMH Bureau of Behavioral Health Services is accepting funding applications for a Crisis Stabilization Unit for children and youth for FY 20 (July 1, 2019 – June 30, 2020).  Eligible applicants include DMH/C and DMH/P certified providers of children and youth behavioral health services.  Applications are due April 24, 2019 to Sandra Parks, Director of Children and Youth Services.

Prospective Bidders:  Invitation for Bid #3160002711 for a Comprehensive Communication Campaign for Opioid Awareness dated January 17, 2019 has two (2) amendments. Amendment number one notes changes in the IFB procurement document. Amendment number two documents all pre bid  questions and answers. Project Evaluation Services for Mississippi’s State Opioid Response (SOR) Grant (Published 1/16/19)

DMH receives federal funding for the SOR project from the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration (SAMHSA). SOR grantees (states and sub-recipients) are required to report a series of data elements that will enable SAMHSA to determine the impact of the program on opioid use, and opioid-related
morbidity and mortality. Grantees must report client-level data on elements including but not limited to: diagnosis, demographic characteristics,  substance use, services received, types of MAT received; length of stay in treatment; employment status, criminal justice involvement, and housing. Data will be collected by grantees via a face-to-face interview at four data collection points: intake to services, three-month post-intake, six-month post-intake, and at discharge. Recipients will be expected to complete an interview on all clients in their specified unduplicated target number and are also expected to achieve a three-month follow-up rate of 80 percent and a six-month follow-up rate of 80 percent. Submission deadline is January 31, 2019.

Family Leadership Services for the Crossover XPand System of Care Project (Published 12/10/18)

The MS Department of Mental Health (DMH) is seeking proposals to provide youth leadership services for DMH’s Crossover XPand System of Care (SOC) project. DMH will receive federal funding for the Crossover XPand SOC project from the Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS).

The Crossover XPand SOC project is proposing to expand current and graduated System of Care (SOC) programs in two jurisdictions served by Pine Belt Mental Healthcare Resources and Weems Community Mental Health by prioritizing underserved children and youth who are involved in the child welfare/advocacy system and/or the juvenile justice system, referred to as “crossover youth,” and those at risk for becoming crossover youth, and their families. The priority children and youth will have a diagnosed serious emotional disorder (SED), co-occurring disorder (COD), or first episode of psychosis (FEP), be ages 3 -21, reside in Forrest, Jones, Lamar, Lauderdale, or Marion Counties in Mississippi, and be involved with child protection services and/or juvenile justice, or be at risk for involvement. The Mississippi Department of Mental Health (DMH) will accept sealed bids for the purpose of identifying an experienced contractor to offer Certified Crisis Telephone Services for the MS Department of Mental Health After Hours Helpline and the National Suicide Prevention Lifeline Network. This network of local crisis centers will provide free and confidential emotional support to people in suicidal crisis or emotional distress.
