This is a time-limited position. The position is available within the Mississippi Council on Developmental Disabilities (MSCDD). The purpose of this position is to assist with the monitoring and evaluation of programs and services funded through the Council and support the Council and its Executive Director in maintaining financial and programmatic reporting. The Council must update its state plan goals and objectives, submit new work plans for each upcoming year, and prepare final reports on the previous year’s goals and objectives. The Council and its staff are responsible for drafting and guiding the implementation of MSCDD’s State Plan. This position is responsible for the following areas: Compliance and Fiscal Oversight • Develop, revise, and implement procedures to ensure subrecipient compliance with the Developmental Disabilities Assistance and Bill of Rights Act of 2000, along with all applicable federal and state fiscal regulations. • Monitor allocations, expenditures, and federally required match contributions through accurate fiscal tracking systems. • Conduct site visits, prepare monitoring reports, and coordinate follow-up reviews to ensure accountability and compliance. • Collaborate with the Designated State Agency’s Grants and Audits Division to reconcile records and complete year-end closeouts. Grant and Subrecipient Management • Lead procurement processes to ensure timely spending of federal grant funds in alignment with state plan goals and objectives. • Manage all aspects of grant documentation, including cash requests, budget modifications, revisions, and award notices. • Serve as the primary point of contact for grant-related inquiries and provide technical assistance on payment processes, documentation, and compliance. • Maintain organized systems for tracking grant balances, expenditures, and subrecipient performance. Training and Capacity Building • Develop training manuals, operational guidance, and other resources to support subrecipient success. • Deliver presentations and technical trainings on submission requirements, fiscal processes, project cost calculations, and alignment with Council goals. • Provide individualized support to subrecipients to strengthen fiscal management and programmatic impact. Reporting and Data Management • Prepare and present quarterly updates to Council members to inform financial decision-making and program oversight. • Compile and submit required reports, including the Annual Performance Progress Report, financial status summaries, and other federal reporting. • Research and analyze current disability statistics for reporting and planning purposes. • Collect, review, and analyze subrecipient data from quarterly reports to inform Council evaluation and planning. Stakeholder Engagement and Support • Communicate regularly with federal partners, including the Administration for Community Living and the National Association of Councils on Developmental Disabilities. • Participate in national and federal trainings and technical assistance opportunities. • Provide administrative and programmatic support to the Council and attend meetings as assigned by the Executive Director.

Program Specialist IIl (State Service)
The Supported Employment Specialist at the MS Department of Mental Health is a time-limited position in the Bureau of Behavioral Health, Division of Adult Services. The incumbent’s role is to ensure high-quality implementation of the evidence-based Individual Placement and Support (IPS) model. Responsibilities include conducting fidelity reviews and site visit audits, reviewing records, interviewing staff and participants, preparing reports, and monitoring program quality. The specialist also provides technical assistance by responding to provider questions, offering training and coaching, and sharing best practices. The ideal candidate must possess experience in behavioral health services, with a strong understanding of evidence-based practices and procedures. A master’s degree in psychology, social work, counseling, or a related field is preferred. Successful candidates will demonstrate strong analytical skills, attention to detail, excellent written and verbal communication abilities, and the capacity to review data, synthesize findings, and prepare professional reports. Skills in training, coaching, and collaboration are essential, as is a commitment to recovery-oriented practice that supports individuals with serious mental illness in achieving employment and education goals.
